U.S., Russia and U.N. to meet with Syrian opposition on Saturday

AMMAN (Reuters) - A four way meeting between senior officials from the United States, Russia, the United Nations and the Syrian opposition is scheduled in Munich on Saturday to discuss a political transition in the country, Syrian opposition sources said.

Syrian National Coalition President Moaz Alkhatib will meet U.S. Vice President Joe Biden, Russian Foreign Minister Sergei Lavrov, United Nations envoy Lakhdar Brahimi, Syrian Coalition officials said on Friday.

The meeting, on the sidelines of the Conference of Security and Cooperation in Europe, comes after Alkhatib survived a challenge to his authority after saying he would be willing to talk with Syrian officials without Assad stepping down first.

Wall Street dips on profit taking, Friday data eyed

NEW YORK (Reuters) - Stocks edged lower on Thursday as investors took profit after a mixed bag of economic data, while stellar earnings from Qualcomm helped buoy the Nasdaq.

Even with the retreat, the S&P 500 is on track to post its best month since October 2011 and its best start to a year since 1997.

Investors are expecting a pullback in equities after recent gains, though they have bought on dips over the past four weeks, analysts said. The largest daily decline on the S&P 500 so far in 2013 was Thursday's 0.39 percent drop, after data showed the economy contracted in the last quarter of 2012.

"This is a highly rotational market," said Janelle Nelson, portfolio analyst at RBC Wealth Management in Minneapolis, noting how investors dive into beaten-down sectors on the smallest encouraging news.

Job market data released earlier on Thursday showed mildly positive signs for a still-fragile economy, with jobless claims slightly higher and incomes growing at the best pace since 2004.

Those reports come ahead of Friday's payrolls report, which is expected to show employers added 160,000 jobs in January after an increase of 155,000 in December. Friday will also bring reports on consumer confidence, U.S. manufacturing, construction spending and car sales.

"The market's lack of movement is due in part to the large number of economic releases coming out tomorrow," said Nelson.

Qualcomm Inc gained 4.6 percent to $66.43 as the top boost to the Nasdaq Composite after the world's leading supplier of chips for cellphones beat analysts' expectations for quarterly profit and revenue, and raised its targets for the year.

Facebook Inc lost 2.5 percent to $30.47, a day after the social network company said it doubled its mobile advertising revenue in the fourth quarter. However, growth trailed some of Wall Street's most aggressive estimates.

The Dow Jones industrial average <.dji> fell 34.71 points or 0.25 percent, to 13,875.71; the S&P 500 <.spx> lost 4.04 points or 0.27 percent, to 1,497.92 and the Nasdaq Composite <.ixic> dropped 1.74 points or 0.06 percent, to 3,140.57.

The S&P 500 has advanced 5 percent in January after legislators in Washington temporarily sidestepped a "fiscal cliff" of automatic tax increases and spending cuts that could have derailed the economic recovery, and in the wake of better-than-expected corporate earnings.

United Parcel Service Inc lost 2 percent to $79.63 after reporting fourth-quarter earnings that were below analysts' estimates on Thursday and forecasting weaker-than-expected profit for 2013.

Kirby Corp added 6.6 percent to $70.87 and Ryder Systems Inc climbed 2.9 percent to $55.81 after posting quarterly results.

Thomson Reuters data through Thursday morning shows that of the 231 companies in the S&P 500 that have reported earnings this season, 69.3 percent have exceeded expectations, a higher proportion than over the past four quarters and above the average since 1994.

Overall, S&P 500 fourth-quarter earnings are forecast to have risen 3.7 percent. That's above a 1.9 percent forecast at the start of the earnings season, but well below a 9.9 percent profit growth forecast on October 1, the data showed.

WMS Industries Inc surged 52.6 percent to $24.98 after the company agreed to be acquired by Scientific Games Corp for $26 per share in cash. Scientific Games jumped 11.9 percent to $9.99.

Arizona challenges EPA on power plant decision

PHOENIX (AP) -- Arizona is challenging a federal decision that requires three coal-fired power plants to upgrade pollution controls.

The Arizona Attorney General's Office asked a federal appeals court Thursday to review the decision from the U.S. Environmental Protection Agency.

The EPA partially approved Arizona air quality plan for the Cholla, Coronado and Apache generating stations. But the agency said the state didn't do enough to limit nitrogen oxide emissions.

The EPA came up with new limits for most of the units and gave the plants' operators five years to comply.

State Department of Environmental Quality Director Henry Darwin says Arizona should be making decisions about what's in the best interest of the state, not the EPA.

NPD: Apple tops Q4 US smartphone sales, Samsung a strong second place

Nothing super-shocking in this latest report from NPD -- not after seeing fairly similar numbers from Strategy Analytics not all that long ago, that is. According to the research group, Apple's leading the pack at 39-percent of US smartphone sales in the final quarter of last year -- that number's down from 41-percent this time last year. Bigger changes are afoot over at Samsung, however. The handset maker jumped from 21- to 30-percent from the same time last year, thanks in no small part to demand for the Galaxy S III. Go figure, NPD's top five list is dominated entirely by iPhone and Samsung Galaxy S iterations -- in fact, combined, the two manufacturers make up some 70-percent of sales. Motorola is in at a distant third, with seven-percent of sales, followed by HTC and LG, each at six-percent.

In the American West, the gun issue has a chilling effect on political discourse. It's life, liberty, and Smith & Wesson. (Because Midday Scan's timorous author fears the gun-toting masses, he will?not quibble with the Second Amendment.) So how do the peaceable denizens of the Pacific Northwest respond to a spate of gun-related deaths? By racing out to the gun store, of course. It's?Ernest Callenbach's Ecotopia meets High Noon. ?

"In March and so far in April, more people have gotten concealed-pistol permits than ever," the Seattle Times' Danny Westneat writes. "It's part of an extraordinary 'arming up' of this state that began a few years ago and only seems to be escalating. Since 2009, the number of people licensed to carry here has jumped more than 50 percent, to about 360,000.?Now one in 14 Washington adults is legal to pack concealed heat ? nearly triple the rate of the gunslinger state of Texas." Any chance these "armed up" Northwesterners will support trigger locks or mandatory gun-safety training? No. (Gun toters, forgive Midday Scan for even raising the issue. He wants to be your friend. Seriously.) ??

Litmus-test politics can be as dull as it is soul deadening. Here's your script, don't stray or express your own opinion. It's a lock-step MO that hampers creative leadership, and it's alive and well in one-party Seattle. The Seattlepi.com's Joel Connelly writes, "Endorsements are the big deal for local political junkies right now. What's required ??in a one-party city ??is passing an ideological litmus test and possessing the iron butt needed to endure hours-long meetings with multiple points-of-order.?What should make non-junkies uncomfortable is how disconnected this courtship of activists is to the real life challenge of governing."

Connelly focuses on the competitive 36th legislative-district race to replace retiring Rep. Mary Lou Dickerson. The out-liberaling the next candidate by sucking up to in-favor interest groups makes the contest sound like a 21st Century version of Eric Hoffer's The True Believer.? Connelly spotlights one current exception. "We need a highly regarded candidate(s) who won't play pander bear, but take his/her case directly to the voters.? Sgt. John Urquhart, running for King County Sheriff, did just that Tuesday in saying he will not seek endorsement from the guild that represents sheriffs deputies. If elected, he'll have to negotiate?contracts," Connelly writes.?

Is an attendance record an instructive gauge of a lawmaker's political worth? As Woody Allen said, "ninety percent of life is just showing up," so perhaps so. With this in mind, the Herald's Jerry Cornfield digs into a report produced by Washingtonvotes.org that reviews bills and skipped votes by state legislators. As Cornfield notes, playing hooky is a bipartisan affair.?

"Rep. Glenn Anderson, R-Fall City, led both chambers with 95 missed votes followed by Sen. Cheryl Pflug, R-Maple Valley, with 64," Cornfield writes. "Sen. Val Stevens, R-Arlington, missed 56 votes, including the final ones during the last night of the special session. That was the largest number of the 21 lawmakers who represent part of Snohomish or Island counties.?Rep. Mike Hope, R-Lake Stevens, missed 50 votes, followed by Rep. Derek Stanford, D-Bothell, with 41 and Rep. Marko Liias, D-Edmonds, with 30." There were also some sqeaky clean, didn't-miss-one-vote types from Snohomish and Island counties: "Republican Reps. Barbara Bailey of Oak Harbor, Norma Smith of Clinton, Kirk Pearson of Monroe and Dan Kristiansen of Snohomish, and Democrats Ruth Kagi of Lake Forest Park, John McCoy of Tulalip, Mike Sells of Everett and Hans Dunshee of Snohomish." ?

We'll know soon enough, as Oregon's young Attorney General John Kroger leaves office early to head that bastion of Bohemia, Reed College. (Fear not, Reedies. Kroger is probably not a narc.)

"Putting a former U.S. Marine and prosecutor of mafia killers in charge of a private Portland liberal arts college may seem like an odd fit," the Oregonian's Bill Graves writes. "But the committee that chose?Oregon Attorney General John Kroger?as president of?Reed College,?announced Tuesday, says it makes sense.?When Kroger wasn't slugging it out with thugs and thieves, he was studying philosophy at Yale University and teaching at?Lewis & Clark Law School?in Portland."?

Lastly, it's difficult not to love former Idaho Gov. Cecil Andrus. Andrus, along with Washington's Dan Evans, was one the twentieth century's most accomplished governors. In Seattle to campaign for Democrat Jay Inslee, Andrus provided the folksy money quote of the month (as reported by the Seattlepi.com's Joel Connelly.)
