Senate leaders work to avoid New Year's "fiscal cliff"

WASHINGTON (Reuters) - Congressional negotiators burrowed into their offices on Saturday to see if they could stop the U.S. economy from falling off of a "fiscal cliff" in just three days when the biggest tax increases ever to hit Americans in one shot are scheduled to begin.

Aides to Senate Majority Leader Harry Reid, a Democrat, and Senate Republican leader Mitch McConnell worked through the day on a possible compromise that would set aside $600 billion in tax increases and across-the-board government spending cuts that are set to kick in next week.

A variety of lower taxes are scheduled to expire at the end of Monday, the last day of the year. If allowed to rise, the approximately $500 billion value of the revenue increases would represent a historic hike when taken together.

The combined punch of the tax increases and spending cuts could push the U.S. economy back into recession.

"We're now at the point where, in just a couple days, the law says that every American's tax rates are going up. Every American's paycheck will get a lot smaller. And that would be the wrong thing to do for our economy," President Barack Obama said in his weekly radio and Internet address, which was broadcast on Saturday.

McConnell left the U.S. Capitol after spending seven hours in his office. "We've been trading paper all day and talks continue into the evening," he told reporters on his way out.

A source with knowledge of the talks, speaking on condition of anonymity, said: "We are still very far apart with almost no time left on the clock."

TEMPORARY PATCHES

One congressional aide close to the talks said that most of what was being discussed late on Saturday would provide temporary patches to the "fiscal cliff" dilemma. The negotiations, the aide said, likely could extend into Sunday.

"They continue to go round and round," the aide said of the negotiations, with ideas constantly in flux.

The aide, who asked not to be identified, said negotiators were discussing the possibility of putting off for a few months the $109 billion in automatic spending cuts due to start on Wednesday. Those cuts would be divided equally between military and non-military programs. It is feared that they could cause severe disruptions inside federal agencies if allowed to occur.

Earlier this week, talk of a temporary delay in the spending cuts was met with derision by some congressional aides.

The extension of the low income tax rates first put in place under Republican former President George W. Bush would also be on a temporary basis, probably one year, the aide said.

No deal had been reached on the most difficult question: Democrats' demand that upper-income earners - families making more than $250,000 a year - see their tax rates go up.

Republicans had been opposed to any rate increase, but lately have signaled a willingness to go along with a higher threshold - and a $400,000 figure has been floating around for days.

Under proposals being discussed, top earners could see their income tax rate rise to 39.6 percent, from the current 35 percent, in order to help tame budget deficits.

The aide added that Republicans still had not agreed to Obama's call for extending long-term unemployment benefits, but that they were demanding some spending cuts to be included in a stop-gap deal.

Disagreements over what to do about low estate taxes that are expiring also had not been worked out, the aide said.

Unless Congress acts, the tax is set to jump on Tuesday - the first day of 2013 - to 55 percent with the first $1 million exempted for individuals. Currently, there is a 35 percent tax and a $5 million exemption.

A Senate Republican leadership aide said that it might not be known until sometime on Sunday whether these talks bear fruit. That is when the leaders are expected to brief their rank-and-file members.

The Senate is scheduled to hold a rare Sunday session beginning at 1 p.m. EST (1800 GMT), but it was not clear whether the chamber would have "fiscal cliff" legislation to act upon.

One Democratic aide was pessimistic that McConnell would come up with a counteroffer that Reid would find acceptable. Such a counteroffer would have to be calibrated in a way that also could attract votes from conservative House of Representatives Republicans, many of whom have balked at tax rate increases on anyone.

'HARD TO SEE'

A senior House Republican aide on Saturday voiced pessimism about prospects for a deal.

"It's hard to see Reid agreeing to anything that can get the votes of the majority of the (Republican) majority in the House, thereby allowing a bipartisan accomplishment," the aide said. A "majority of the majority" refers to the 241 Republicans who are in the 435-member House.

The Republican aide placed the blame squarely on Democrats, as many Republican members have done publicly, saying that going off the "fiscal cliff" is a "policy upside" for them. "Higher taxes, devastating defense cuts. The polls tell them they can win the PR (publican relations) war in January. From their perspective, why stop the cliff dive?"

Democrats, in turn, have publicly accused House Speaker John Boehner, the top Republican in Congress, of preferring to put off any tough "fiscal cliff" votes until after a January 3 House election in which he is expected to win another two-year term as speaker.

If McConnell and Reid can manage to reach a deal on inheritance taxes and raising income tax rates on the wealthiest Americans, they likely would throw into the compromise some other "fiscal cliff" solutions.

Those could include extending an array of other expiring tax breaks such as one that encourages companies to conduct research and development. Also, Congress wants to prevent a steep pay-cut in January for doctors who treat elderly patients under the Medicare health insurance program.

Lawmakers also want to prevent middle-class taxpayers from inadvertently creeping into a higher tax bracket, known as the alternative minimum tax, intended for the wealthiest.

If the Reid-McConnell effort fails, Obama has asked the Senate to hold a vote on Monday on a "basic package" that would stop taxes from going up on the middle class and would extend long-term unemployment benefits that are about to expire. If it passes the Senate, its fate would be in the hands of the Republican-controlled House.

MSF warns Kenya not to send more refugees to stricken camp

LONDON (Reuters) - Conditions in a camp for Somali refugees in Kenya are deplorable and a government plan to send in thousands more would pose a major risk to health, medical charity Medecins Sans Frontieres (MSF) said on Friday.

Kenya has more than half a million refugees from Somalia, which has lacked an effective central government since the outbreak of civil war in 1991.

A series of bombings, shootings and hand-grenade attacks blamed on Somali militants prompted the government on December 18 to stop registering asylum seekers and refugees in urban areas.

A Kenyan official said more than 100,000 refugees must now head to the remote Dadaab camp in the country's remote north. Amnesty International said the order breached international law.

Dadaab camp was set up 20 years ago and already houses four times the population it was built for. Hunger and disease outbreaks are common.

MSF says its inhabitants suffer from overcrowding and poor sanitation that recent floods had worsened.

"The assistance provided here in Dadaab is already completely overstretched and is not meeting the current needs," said Elena Velilla, MSF's head of mission in Kenya.

In the last month, the number of children admitted to Dadaab's hospital for severe acute malnutrition has doubled to around 300, MSF said. Sixty-three of those were taken to intensive care this week after developing serious complications.

Most of the sick are also suffering from acute watery diarrhea or severe respiratory tract infections, MSF said.

Hawaii lieutenant governor picked to fill Inouye's Senate seat

HONOLULU (AP) ? Hawaii's lieutenant governor spent time in the morning telling fellow Democrats why he should become the state's next U.S. senator. Hours later, he was hitching a ride to Washington with President Obama to be sworn in as the late Sen. Daniel Inouye's successor.

Gov. Neil Abercrombie appointed Lt. Gov. Brian Schatz to the post Wednesday, going against the dying wishes of Inouye, who wanted U.S. Rep. Colleen Hanabusa to take his place.

Schatz, 40, said his top priorities would be addressing global climate change, preserving federal funds used in Hawaii for things like defense spending and transportation, and getting federal recognition for Native Hawaiians in forming their own government, similar to many Indian tribes across the United States.

Schatz, who ran with Abercrombie for the state's top two offices in 2010, beat out Hanabusa and Esther Kiaaina, a deputy director in the state Department of Land and Natural Resources.

The three candidates were selected by state Democrats Wednesday morning from a field of 14. The candidates briefly made their cases before the state party's central committee, which handing the three top names to the governor.

"No one can fill Sen. Daniel K. Inouye's shoes, but what we want to do today is find the right person to walk in his footsteps," Schatz told the committee.

"I want to be your senator because I believe Hawaii needs seniority, and we need someone who can build it up over decades and decades. And I pledge to you, if I'm given this opportunity and obligation to serve, I will try to make this my life's work and rebuild the tenure that Hawaii so desperately needs," he said.

The White House said Schatz would fly to Washington Wednesday night with Obama, who was returning from his Hawaii Christmas vacation early as Congress considers what to do about the so-called fiscal cliff.

Schatz could be sworn in as early as Thursday, which would make him Hawaii's senior senator. Hawaii's other senator, Daniel Akaka, is retiring at the end of this Congress after 22 years.

Inouye, by far Hawaii's most influential politician and one of the most respected lawmakers in Washington after serving five decades in the Senate, died last week of respiratory complications at the age of 88. He sent Abercrombie a hand-signed letter dated the day he died, saying he would like Hanabusa to succeed him, calling it his "last wish."

Four days after eulogizing Inouye in the courtyard of the Hawaii Capitol, Abercrombie said he had to consider more than just Inouye's wishes in filling his seat.

"Of course Sen. Inouye's views and his wishes were taken into account fully, but the charge of the central committee, and by extension then myself as governor, was to act in the best interests of the party ... the state and the nation," Abercrombie said.

"The law makes explicitly clear, as do the rules of the Democratic Party, that while everyone's voice is heard and everyone's view is taken into account, nonetheless, no one and nothing is preordained."

Under state law, the successor had to come from the same party as the prior incumbent. An Abercrombie spokeswoman said the governor did not feel any political pressure from within his party to make the choice he made.

"While we are very disappointed that it was not honored, it was the governor's decision to make," Jennifer Sabas, Inouye's chief of staff, said in a statement. "We wish Brian Schatz the best of luck."

Selecting Hanabusa, 61, would have required a special election in Hawaii's 1st Congressional District. Last time that happened, Hanabusa lost to Republican Charles Djou because of a winner-take-all format that split votes between Democrats.

Abercrombie said the possibility of a special election was a factor, as well as Hanabusa's "key position" on the House Armed Services Committee. The governor said she was on her way toward establishing a senior position on that panel, and it's important for Hawaii ? with its four-member delegation ? to establish seniority in both chambers.

Schatz will serve until an election is held in 2014. He said he will run for re-election to try to keep the Senate seat until 2016 ? the end of Inouye's original term ? and would run again for Senate in 2016 if given the chance.

"To the people of Hawaii, I can assure you this: I will give every fiber of my being to doing a good job for the state of Hawaii," Schatz told a news conference in Honolulu. "We have a long and perhaps difficult road ahead of us, but we can succeed if we work together. I understand the magnitude of this obligation and this honor, and I won't let you down."

Hanabusa congratulated Schatz in a statement.

"Having served as chair of the Hawaii Senate Judiciary Committee when the succession law was passed, I fully respect the process and the governor's right to appoint a successor," she said.

Last week, when Abercrombie announced he would not seek the seat himself, his spokeswoman Louise Kim McCoy said Abercrombie intends to make his current post as Hawaii governor the last office of his political career.

Inouye would be "very happy" with the choice, Hawaii Democratic Party chairman Dante Carpenter said. Schatz has less experience than some older politicians in the Senate but he will be building seniority, which is "critical" to the state of Hawaii, he said.

"In the words of Sen. Dan Inouye ? invoked more than once ? seniority in the United States Congress is everything," Carpenter said.

Senate Majority Leader Harry Reid had urged Abercrombie to name Inouye's successor before the end of the year. The next Congress begins Jan. 3.

Democratic Rep. Mazie Hirono, D-Hawaii, was elected in November to succeed Akaka.

Schatz is a former state representative and former state Democratic party chairman. He also was a leader of Obama's campaign in Hawaii in 2008.

Even before winning the 2010 general election, Abercrombie expressed faith in Schatz, saying he would put him in charge of attracting more private and federal investment in Hawaii. Other responsibilities included leading the state's clean energy efforts and Asia-Pacific relations.

First in line to replace Schatz as lieutenant governor is Senate President Shan Tsutsui, who said he planned to discuss the prospect with his family before deciding.

Gulf Arabs decry Iran "interference", Syria killings

MANAMA (Reuters) - Six U.S.-allied Gulf Arab states demanded on Tuesday that Iran end what they called interference in the region, reiterating a long-held mistrust of their main rival.

The Islamic Republic denies trying to subvert Saudi Arabia and its wealthy Gulf neighbors.

A communique issued at the end of a two-day summit of the Saudi-led Gulf Cooperation Council (GCC) also urged action to halt mass killings and violations of international law in Syria.

The oil-producing GCC states wield influence out of proportion to their sparse populations due in part to global energy and investment links, generous international aid and Saudi Arabia's role as home to Islam's two holiest sites.

"The council expressed its rejection and condemnation of the continuing Iranian interference in the affairs of the Gulf Cooperation Council's states and called on Iran to stop these policies," the communique said.

On the conflict in Syria, the statement, read out by GCC Secretary-General Abdulatif al-Zayani, added: "We ask the international community for serious and swift moves to stop these massacres and these severe attacks that contradict all religions and international laws and humanitarian principles."

The GCC called on the international community "to provide all forms of urgent humanitarian aid" for the people of Syria.

Kuwait said on Monday it would host an international humanitarian donor conference for Syria at the end of January, amid growing concern for millions of Syrians suffering war, homelessness and winter cold.

Gulf Arab leaders have long called for Syrian President Bashar al-Assad to step down, and in November the GCC recognized a newly-formed opposition coalition as the legitimate representative of the Syrian people.

The communique did not elaborate on Iran, but the most common Gulf Arab complaint about alleged Iranian meddling in the region relates to Bahrain, which has repeatedly accused Tehran of interference in its internal politics.

Iran sees the Gulf as its own backyard and believes it has a legitimate interest in expanding its influence there.

Bahraini Foreign Minister Khalid Bin Ahmed Bin Mohammed Al Khalifa told reporters Iran posed a "very serious threat".

"Politically, (there is) lots of meddling in the affairs of GCC states; an environmental threat to our region from the technology used inside nuclear facilities; and there is of course the looming nuclear program," he said, referring to Iran's disputed atomic work.

"So the threat level is quite high, but we are ready if faced with circumstances that require action."

While not racked by disturbances on the scale of Egypt or Libya, Bahrain has been volatile since pro-democracy protests led by its Shi'ite Muslim majority erupted last year.

Bahrain's Sunni Muslim rulers brought in Saudi and United Arab Emirates forces last year to help quell the protests, and Shi'ite power Iran condemned the move, saying it could lead to regional instability. Bahrain has accused Iran of being behind the unrest. Tehran denies this.

Bahrain's Shi'ites complain they have long been marginalized in political and economic life, an assertion the government denies. Its Sunni rulers have rejected the protesters' main demand for an elected government.

O Christmas Tree | Rowan Family Tree

While we were in Costa Rica, my blog ran out of storage space (after 5 years!) so I will have to post the remaining pictures of our trip after the holiday. For now, enjoy the pictures of our Christmas tree hunt.

We were in appropriately dressed ? no mitts and bad footwear, but we spontaeously stopped at a tree farm just a 10 minute drive from our house (now that?s a local tree!) We?re lucky to have several Chistmas tree farms in Kelowna ? this one was just up KLO, then Spiers Road, for all you locals.

We picked out a lovely coastal tree (if anybody knows what it is ? please post!)?The nice?owner?s son?cut it down for us, since none of us had snowpants on.

The girls were all wet and complaining? until they got to stop for a hot chocolate by the fire. Then happiness ensued.

My favourite ornaments are the two of the first picture we have of the girls ? our pictures were all we had the first Christmas we knew about them.

And I cherish the clay ornaments I bought in Ethiopia ? so lovely.

The Outlook for Steady State Economics in 2013 | Peak Oil News ...

The Center for the Advancement of the Steady State Economy (CASSE) has been the leading organization in advancing the steady state economy as a policy goal for nearly ten years. Maybe that?s not saying much, because CASSE has been the only organization focused on advancing the steady state economy. But times, they are a-changin?. Others are sure to come onboard as climate change, biodiversity loss, supplies shocks and other formidable problems are all traced back to too much economic growth. Too much production and consumption of goods and services in the aggregate. Too much population and per capita consumption. Too much GDP. Too much economic activity for the planet and its polities to take.

Predicting the future is risky business. It?s usually unnecessary and there?s a lot of credibility at stake. But it seems perfectly reasonable to predict that, soon, more organizations will start explicitly advocating the steady state economy as the sustainable alternative to economic growth.

For example, after decades of warning readers about the increasing human pressures on waning natural resources, why wouldn?t the Worldwatch Institute start advancing the steady state economy along with CASSE? The Institute?s flagship annual publication, the State of the World, can hardly avoid a focus on economic growth (as the problem) and the steady state economy (the solution) much longer. Avoiding the topic would be like the American Cancer Society avoiding the effects of smoking.

There are also signs that the Gund Institute for Ecological Economics, which graduates more ecological economics students than any other academic institution, will be taking an active role in advancing the steady state economy. There?s nothing wrong with academia weighing in on policy matters after abundant academic analysis has been performed. Who wouldn?t want the input of a medical school on the effects of tobacco, or the input of a physics department on nuclear power? Serious analysis of the alternatives to economic growth, such as occurs at graduate schools, should be brought into public circulation by those same graduate schools and other academic units qualified to do so.

How about political parties? Some Green parties already endorse the CASSE position on economic growth, and a few have adopted the steady state economy in their policy platforms, but surely they and other small parties will start emphasizing the steady state economy more in their campaigns. Only those policies that have substantial emphasis in small-party affairs will graduate to mainstream political affairs. I believe Green and other parties will unite increasingly around the steady state economy as the primary policy for environmental protection, economic sustainability, national security and international stability.

These organizations and many, many others will find social and political space to move, given CASSE?s long-running efforts to raise public awareness of the steady state economy as the sustainable alternative to growth. The nearly 10,000 signatures on the CASSE position on economic growth is ample evidence that people are ready to hear the message and respond affirmatively.

Sure, 10,000 is a tiny number relative to the global population. But savvy analysts will note that CASSE has been a tiny NGO with hardly any paid staff and yet has procured these signatures on a statement that packs a lot of depth, density and nuance into its 18 clauses. It?s not like the National Rifle Association, for example, with millions of dollars at its disposal to get millions of already onboard members to sign a shallow statement about opposing a simple gun control proposal. People have to take a few minutes to read and digest the CASSE position; many of them have never even heard the phrase ?steady state economy? before. Some of the most prominent signatories took years to think about the CASSE position prior to signing.

The ?CASSE 10,000? may not have the political clout of a million-member march, but given the details (tiny resources, thoughtfulness of position), 10,000 is an indicator that there is plenty of political support in the United States and worldwide for recognizing limits to growth and the need for a steady state economy. It?s safe now for the likes of Worldwatch, the Sierra Club, National Wildlife Federation, the Gund Institute, institutes for public policy, political parties, Tea parties, and thousands of other organizations to get explicit in advancing the steady state economy. There?s no partisanship in the way. They can move beyond simple microeconomic analysis, such as valuing ecosystem services, and get to the big policy picture of macroeconomics. Once there, they can speak in plain language about the conflict between economic growth and environmental protection, and they can call for a steady state economy instead of resorting to vague notions of a ?green economy or some other type of ?new economy.?

No one at CASSE ever thought the mission of advancing the steady state economy as a policy goal with widespread public support would be successful in a short amount of time. Indeed most of us at CASSE see it is a lifetime project. It?s a profound paradigm shift we?re pursuing and the lack of CASSE funding is not surprising. Meanwhile other organizations that have garnered funding for decades, for different purposes, may already have the connections to get support for advancing the steady state economy, too. Good! As long as they don?t resort to ?green growth,? ?dematerializing? the economy, or magically reconciling the fundamental conflict between economic growth and environmental protection with technological progress, they will find favor among the growing masses of supporters of steady state economics.

BROAD CHANNEL, NY - Twins Jolie and Jenna Lane are days from their first birthday, and hours from their first Christmas.

Two "firsts" parents Joe and Jennifer were afraid they wouldn't celebrate at home.

The Lanes bought their waterfront home a year ago, but Sandy ruined it.

Flood insurance didn?t cover all the repairs. And Jennifer and Joe drained their life savings trying to get pregnant. They lucked out with the twins, but that meant there was little left to fix up the house.

A volunteer group called ?New York says Thank You? stepped in to help.

The organization, formed in the aftermath of September 11th, rebuilds communities around the country in the wake of disasters.

Joe is a New York City Police detective, who spent months at the World Trade Center site. The organization spent 50 to 60 thousand dollars rebuilding his house.

The Lanes say celebrating Christmas with their girls in their own home is the best gift they could get.

New York says Thank You has identified 200 other 9/11 First responders who need help rebuilding from Sandy.
