Russia scraps law enforcement deal with Washington

MOSCOW (Reuters) - Russia is scrapping its agreement with Washington to cooperate on law enforcement and narcotics control, another sign of deteriorating ties between the Cold War-era foes since Vladimir Putin's return to the Kremlin last year.

The order, signed by Prime Minister Dmitry Medvedev and posted on the government website on Wednesday, said the agreement, which came into force in 2002, "does not address current realities and has exhausted its potential".

Moscow is unhappy with a law passed by the United States last year imposing sanctions on alleged Russian human rights abusers. It has responded with a bill imposing similar measures and banning the adoption of Russian children by U.S. families.

The agreement on cooperation in law enforcement and drug control, the statement said, outlined financial assistance provided by the United States for Russian law enforcement and narcotics control programs.

Russia's Foreign Ministry has been ordered to inform U.S. authorities, the statement said. The U.S. Embassy in Moscow declined immediate comment.

Groundbreaking Cancer Research Happening in Buffalo

Buffalo, NY (WKBW) - The Roswell Park Cancer Institute has a new, groundbreaking center to help treat cancer patients and research the disease.

The goal of the Center for Personalized Medicine is to use a person's genetics to determine the fight against cancer.

Many local doctors and state politicians believe this new technology could be the future of cancer treatment.

At the institute's announcement, Lieutenant Governor Robert Duffy told the crowd that, ""Buffalo is going to be seen as a leader not only in the country, but around the world. It's just a great day for us."

This new research procedure comes down to a person's DNA, RNA and genetics.

Doctor Donald Trump, the President & CEO of Roswell explains, "How well a person will live is in their genetic code, and how a tumor will behave is in their genetic code. We now have the capability to sequence that."

The center will study genes from cancer patients and their family members who are healthy.

Using that information, doctors hope to form individualized treatment.

Trump explains it is "developing an understand of why I have a certain problem, what the characteristics of my problem are and developing a unique treatment for my problem, rather than just treating cancer."

The center has three primary focuses right now.

One will follow the medical history of different demographics in under served communities. The other two will focus on treating bladder and breast cancer.

Dr. Candace Johnson, the Deputy Director at Roswell, says researchers will look at "What options do people have? Are there cues that we can determine from these folks?"

"We've already initiated some of these studies," Johnson says "and experiments are underway."

Researchers say they still face a lot of challenges. However, they believe Buffalo has a leg-up on other research institutes. Roswell doctors have been studying genetic sequencing for about a decade.

The state invested $5.1 million into the center through the Western New York Regional Economic Council in December of 2011.

Roswell invested $16 million. A local group, Computer Task Force, has put $2.5 million into the center.

Ham Radio, The Only Form of Communication After T-SHTF | Survival

We take communication for granted because if we want to talk to someone we have multiple ways of contacting them: home phones, cell phones, email, and instant messaging. We are used to instant gratification by calling or texting and pretty much getting an immediate response from virtually everyone on our contact list.

But after all the electronic infrastructure is gone, how will we get in contact with people? Cell phones, landlines, and the internet will be useless. However there are multiple radio options. Which ones will be of the best use and which ones will be basically useless?

General Mobile Radio Service (GMRS), Family Radio Service (FRS) and Multi-Use Radio Service (MURS) use basic handheld radios that are available commercially with pre-programmed frequencies. The person responsible for the GMRS radio must be licensed by the FCC, while FRS and MURS users do not require a license. These are all basically high end walkie talkies. The upside: easy to use, inexpensive and requires no training. The down side: there are only 23 channels on GMRS, 14 on FRS and 5 on MURS and when all other forms of communications are unavailable they will be overloaded and basically useless. Another drawback is that they are basically line of site communication only. In other words, you will have to be very close to who you want to speak to for them to hear you.

Citizen Band (CB) is a step up from the previously mentioned radio communication possibilities. CB radio is easy to use and requires no training or license. CB allows communication on 40 pre-programmed frequencies. Like the other radio options the major problem is with the limited number of frequencies, they will be overloaded. Range is also limited to around 2 to 5 miles.

The GMRS, FRS, and MURS systems are only useful for small groups to communicate with each other while they are in proximity of each other. They are not useful to communicate with other groups or people outside your immediate area. CB radio falls in the same category. Other forms of radio communications which are utilized by police, fire, EMS and military require outside equipment such as repeaters and infrastructure to operate properly. In other words the radio is rather useless without the other equipment that you have no control over (or might not be able to acquire).

Ouya developers create 166 game prototypes at 'game jam' event

Ouya got its developer consoles out to eager Kickstarter backers on time, and now these devs are putting themselves to work creating game prototypes for the console. In a partnership with Kill Screen, the folks at Ouya hosted a "game jam" to get developers interested in making new games for the platform. The jam produced 166 different game prototypes in just 10 days -- quite a feat for any platform -- and the games will go on to be judged and awarded prizes. The Ouya team says that its software kit for developing games has already been downloaded 22,000 times by developers.

Those are some pretty impressive numbers, and the console hasn't even been released to the general public yet. We hope these early game prototypes are a sign of good things to come for Ouya once consoles are in the hands of regular consumers. NREL acquires fuel cell hybrid vehicles from Toyota to support hydrogen infrastructure, production, and vehicle performance studies

The US Department of Energy?s (DOE?s) National Renewable Energy Laboratory (NREL) recently received four fuel cell hybrid vehicles?advanced (FCHV-adv) (earlier post)?on loan from Toyota through a two-year Cooperative Research and Development Agreement. These vehicles will help NREL enhance its research related to hydrogen fueling infrastructure, renewable hydrogen production, and vehicle performance.

We?re looking at the whole system?from renewable hydrogen production and vehicle fueling equipment to the impact of driving patterns and behavior on vehicle performance. Because the vehicles will be four or five years old by the time our two-year loan ends, we will also be able to observe extended durability and reliability, which is critical to their commercial success.

These vehicles are representative of many fuel cell hybrid designs being proposed by automotive companies today. Toyota plans to introduce a fuel cell hybrid sedan to the US commercial market in 2015.

The vehicles on loan to NREL are fueled with renewable hydrogen made from wind and solar energy thanks to the Wind-to-Hydrogen Project, which uses wind turbines and photovoltaic arrays to power electrolyzer stacks that split water into hydrogen and oxygen. Housed at NREL?s National Wind Technology Center, the Wind-to-Hydrogen Project is funded by the DOE Office of Energy Efficiency and Renewable Energy?s Fuel Cell Technologies Program.

Barnes & Noble plans to reduce outlets over the decade - WSJ

(Reuters) - Barnes & Noble Inc expects to shut down as many as a third of its retail stores over the next decade, Mitchell Klipper, chief executive of the company's retail group, told the Wall Street Journal in an interview.

"In 10 years we'll have 450 to 500 stores," Klipper told the Journal. The company had 689 retail stores as of January 23, along with a separate chain of 674 college stores.

Even with 450 to 500 stores, "it's a good business model," Klipper told the WSJ. (http://link.reuters.com/gun55t)

"You have to adjust your overhead, and get smart with smart systems. Is it what it used to be when you were opening 80 stores a year and dropping stores everywhere? Probably not. It's different. But every business evolves," Klipper said.

Barnes & Noble, which had enjoyed a sales bump after one-time rival Borders Group liquidated in 2011, reported a 10.9 percent decrease in sales at its bookstores and on its website over the holiday period.

When a monkey is better than a nuke

DUBAI (Reuters) - Iran has successfully launched a live monkey into space, the state news agency IRNA said on Monday, touting it as an advance in a missile and space program that has alarmed the West and Israel.

There was no independent confirmation of the report, which quoted a defense ministry statement. It said the launch coincided "with the days of" the Prophet Mohammad's birthday last week but gave no date.

IRNA said the monkey was sent into space on a Kavoshgar rocket. The rocket reached a height of more than 120 km (75 miles) and "returned its shipment intact", IRNA reported.

The Islamic Republic's state-run, English-language Press TV said the monkey was retrieved alive.

Iran announced plans in 2011 to send a monkey into space, but that attempt was reported to have failed.

Western powers are concerned that the long-range ballistic technology used to propel Iranian satellites into orbit could be used to launch nuclear warheads. Tehran denies such suggestions and says its nuclear activity is for peaceful energy only.

Dead dolphin removed from toxic New York City canal

NEW YORK (Reuters) - The carcass of a dolphin that died after becoming mired in a notoriously toxic New York City canal has been removed and will be sent for a necropsy, a marine research group said on Saturday.

The animal, a common dolphin, was first spotted in Brooklyn's Gowanus Canal on Friday morning, where it was described as looking disoriented and unwell as it struggled to avoid getting bogged down in the canal's muddy floor.

Biologists from the Riverhead Foundation for Marine Research and Preservation, who monitored the dolphin with police and a crowd of onlookers, hoped the animal might be able to free itself and head back out to the harbor as waters rose. It died Friday evening before high tide.

"The option that gave the animal the best chance for a positive outcome was waiting," Robert DiGiovanni, Riverhead's executive director and senior biologist, said on Saturday. "If an animal wasn't going to be able to survive through the next tide cycle then it was an animal that was compromised and wouldn't make it."

Approaching the dolphin by boat would have been difficult in the shallow, polluted canal and may have achieved little besides adding to the animal's distress, he said.

A necropsy will be performed on the adult dolphin, estimated to weigh about 200 pounds, on Sunday at Riverhead's laboratory on Long Island, he said. The findings and tissue samples will be shared with the National Oceanic and Atmospheric Administration.

Common dolphins are social animals that travel in groups known as pods. To see a solitary common dolphin, especially so far inland, is unusual, and is a sign that the animal is sick or dying, biologists and other marine officials said.

The dolphin's unusual trek into Brooklyn - DiGiovanni could not recall a dolphin coming so far into New York City in at least two decades - brought wide attention to one of the city's dirtier and most malodorous corners.

The Environmental Protection Agency declared the Gowanus Canal a Superfund site in 2010, calling it one of the country's "most extensively contaminated water bodies." Mayor Michael Bloomberg had opposed the designation, arguing the city's own plan would have cleaned the canal in less time.

The canal is laced with heavy metals, coal tar wastes and other pollutants from the factories and tanneries that have lined its banks, the EPA says.

The EPA is still working on its plan, which is currently open to public comment, to spend an estimated $300 million to $400 million of federal money to clean up the canal.

Qigong Improves Quality of Life for Breast Cancer Patients  New research has found that qigong, an ancient mind-body practice, has been found to reduce depression and improve the quality of life in women undergoing radiation for breast cancer.

The study examined qigong in patients receiving radiation therapy and included a follow-up period to assess its benefits over time, according to researchers.

?We were [...] particularly interested to see if qigong would benefit patients experiencing depressive symptoms at the start of treatment,? said Lorenzo Cohen, Ph.D., a professor in the University of Texas M. D. Anderson Cancer Center?s Departments of General Oncology and Behavioral Science.

?It is important for cancer patients to manage stress because it can have a profoundly negative effect on biological systems and inflammatory profiles.?

For the study, Cohen and his colleagues recruited 96 women with stage 1-3 breast cancer from Fudan University Shanghai Cancer Center in Shanghai, China.

About half of the women ? 49 ? were randomly assigned to a qigong group consisting of five 40-minute classes each week during their five-to-six week course of radiation therapy. The remaining 47 women comprised a control group receiving standard care.

The program incorporated a modified version of Chinese medical qigong, which consisted of synchronizing one?s breath with various exercises, the researchers explained.

Participants in both groups completed assessments at the beginning, middle and end of radiation therapy and then one and three months later. Different aspects of quality of life were measured, including depressive symptoms, fatigue, sleep disturbances, and overall quality of life.

According to the researchers, patients in the qigong group reported a steady decline in depressive symptom scores beginning at the end of radiation therapy, with a mean score of 12.3, through the three month post-radiation follow-up with a score of 9.5. No changes were noted in the control group over time, the study found.

The study also found that qigong was especially helpful for women reporting high baseline depressive symptoms, Cohen said.

?We examined women?s depressive symptoms at the start of the study to see if women with higher levels would benefit more,? he said.

?In fact, women with low levels of depressive symptoms at the start of radiotherapy had good quality of life throughout treatment and three months later regardless of whether they were in the qigong or control group. However, women with high depressive symptoms in the control group reported the worst levels of depressive symptoms, fatigue, and overall quality of life that were significantly improved for the women in the qigong group.?

As the benefits of qigong were largely observed after treatment concluded, researchers suggest qigong may prevent a delayed symptom burden or expedite the recovery process, especially for women with elevated depressive symptoms at the start of radiation therapy. Cohen notes the delayed effect could be explained by the cumulative nature of the treatments, as the benefits often take time to be realized.

According to the researchers, the findings support other previously reported trials examining the benefits of qigong, but are too preliminary to offer clinical recommendations.

They note that additional research is needed to understand the possible biological mechanisms involved and further explore the use of qigong in ethnically diverse populations with different forms of cancer.

The study was published in the journal Cancer.

Here?s the short answer to the question posed on the cover of the latest Atlantic Monthly, ?What?s inside America?s banks??: No one knows. Not the regulators, not sophisticated investors, and not even the bankers themselves.

?Banks today are bigger and more opaque than ever, and they continue to behave in many of the same ways they did before the crash,? write Frank Partnoy and Jesse Eisinger, authors of the Atlantic piece.

Complexity and opaqueness are the core of the problem, according to the authors. They cite a wide range of former bankers, investors, and regulatory officials who know the banks best and who ?absolutely? don?t trust their accounting. Even the banks with the best reputations, JP Morgan or Wells Fargo, are impenetrable black boxes with annual reports that defy parsing by even the most expert readers.

The fog of financial complexity is matched by a fog of rules ? as regulators parry moves by the bankers ? but always a few moves behind. The famed Glass-Steagall Act of 1933 ran to 37 pages. Dodd-Frank of 2010 was 848 pages and may balloon to 30,000 in the end. By the time the law?s ?Volcker Rule? is finalized, ?only a handful of partners at the world?s biggest law firms will understand it.?

The authors would offer the following version instead: ?Banks are not permitted to engage in proprietary trading. Period.?

That would save a lot of paper.

Maybe the Luddites had a point

Traditionally, technology has raised incomes for each generation by raising worker productivity. But ever smarter technologies are replacing the need for unskilled labor altogether, argue economists Jeffrey Sachs and Laurence Kotlikoff in a paper for the National Bureau of Economic Research.

Think, for example, of the fully automated turnpike tollbooths or checkout stands at Home Depot. Investors are benefiting from these innovations, as are highly skilled programmers and technologists. (And lines are shorter.) But the jobs that are disappearing are the unskilled ones that offer young people a first few steps up the economic ladder. Without them, the authors argue, we don?t really have a ladder, and lifetime well-being slips by a generation. So what to do? For individuals, this sounds like a warning to get some skills.

?Although smart machines substitute for unskilled workers, they are designed and run by skilled workers. So it?s no surprise that the incomes of skilled workers have risen relative to those of unskilled workers.? The authors note that this is one reason the wage premium for college graduates has increased from around 40 percent in 1999 to more than 80 percent today.

Helping ourselves

From Benjamin Franklin to Oprah Winfrey, from ?How to Win Friends & Influence People? to ?The 4-Hour Workweek,? self-help advice is a very American phenomenon ? and getting more so, according to Laura Vanderkam writing in the quarterly City Journal. More than 45,000 self-help book titles are in print, she writes, and the genre?s share of all titles published doubled from 1975 to 2000.

?There is much to mock? in this field, she notes, and she runs through its history and various critiques. But there is much that is useful as well. Socially mobile Americans construct their own notions of the good life, in DIY-style, ?from what we see of the world around us ? and what we find at the bookstore.?

Crime and recovery

In these weeks following the Newtown, Conn., shooting, there is something ? dare we say healing? ? in The New York Times Magazine story by Paul Tullis about the killing of Ann Grosmaire by her fianc?, Conor McBride, in 2010. The crime came in a moment of overwhelming emotion after an argument between the two community college students that had stretched on for 38 hours. It was not premeditated exactly, but it wasn?t an accident either.

As the father of the mortally wounded and unconscious Ann sat with her in a Tallahassee, Fla., hospital, he ?felt? her say ?Forgive him? so clearly that he spoke his refusal aloud. But he kept hearing that message in her voice. Woman sues Match.com for $10 million after brutal attack

A Las Vegas woman who was severely beaten by a man she met through Match.com is suing the online dating site for $10 million?two years and multiple surgeries after the attack that left her hospitalized for months.

The woman, Mary Kay Beckman, was stabbed multiple times with a butcher knife on Jan. 21, 2011?by?Wade Mitchell Ridley, and when?the knife broke, he stomped on her head. Ridley, who was sentenced to?28 to 70 years,?died in prison last year. He was also facing a murder charge in Arizona for the stabbing death of a former girlfriend a few weeks after the attack on Beckman.

Beckman filed suit in Clark County, Nevada,?accusing Match.com of negligence, negligent misrepresentation, deceptive trade, failure to warn and negligent infliction of emotional distress.

The site, she said, failed to warn her about the dangers of meeting "an individual whose intentions are not to find a mate, but to find victims to kill or rape."

The real estate agent said she joined Match.com about a month before her first in-person meeting with Ridley on Sept. 26, 2010. They dated for 10 days, but she called it off. That's when Ridley started sending her threatening and harassing messages.?

On Jan. 21, 2011, Ridley attacked Beckman in her garage, and left her for dead, she says, when she stopped making a "gurgling noise."?

Beckman, now 50, continues to recover and to speak out against online dating?"I do not believe that online dating is a safe venue for men or women,"?she?recently?told?a?local?FOX?TV?reporter.

Match.com, in a statement to NBC News Friday, said that what happened to Beckman "is horrible, but this lawsuit is absurd.?The many millions of people who have found love on Match.com and other online dating sites know how fulfilling it is. And while that doesn't make what happened in this case any less awful, this is about a sick, twisted individual with no prior criminal record, not an entire community of men and women looking to meet each other."

Safety, the site said, "is very important to Match," which, like many other online dating sites, includes online and offline tips for staying safe.

In California, Match.com and two other dating sites, eHarmony and Spark Networks, signed a joint statement of business principles, agreeing to screen for sex offenders and take other safety steps after a woman was assaulted on a date, the state attorney general's office said last March.?

The joint statement ?was prompted by the 2010 sexual assault of a Los Angeles-area woman by a man she met through Match.com, a spokeswoman for the state attorney general's office said. The woman sued Match.com, seeking a court order requiring the site to check applicants' backgrounds to weed out convicted sex offenders. She dropped the suit after the site provided proof of such screening.

Meanwhile, in the last two years, friends and work associates of Beckman have held fundraisers for her, including one last year, with information shared about it on YouTube (see video below).

Greek opinion polls show conservatives leading

ATHENS, Greece (AP) ? Three opinion polls, to be published in Greek Sunday papers, show conservative New Democracy, the main coalition government partner, slightly ahead of the opposition Radical Left Coalition (SYRIZA).

The polls in Sunday papers To Vima, Proto Thema and Real News show New Democracy with between 21.5-23.1 percent, compared to 20.2-22 percent for SYRIZA. New Democracy's leads are below 2 percent but confirm a recent trend in favor of the party.

The government recently backed more spending cuts and tax rises to get more bailout funds from international creditors. SYRIZA opposes the austerity but says it supports Greece's membership of the euro.

Extreme right Golden Dawn is third in the polls with between 8.4-10.5 percent.

All three surveys had a sample of around 1,000 and error margins of around 3 percent.

Fujitsu uses network info hidden in video to transfer files

Most attempts to simplify device-to-device file transfers through a phone camera aren't very subtle or elaborate: Scalado's Photobeamer and Sony's vscreens rely on conspicuous QR codes, and aren't useful for much more than sharing images. Fujitsu's labs want something a tad more sophisticated. Their new technique hides network details in light patterns on a PC's screen that are invisible to our eyes, but tell a smartphone capturing video to send or receive files, no matter the format. The trick not only keeps codes out of the picture, but makes it easier to share files with whole groups -- think of passing along notes to everyone at a board meeting and you've got the idea. It's more than just a concept, as well. Fujitsu hopes to see real-world use during its 2014 fiscal year, which could take much of the song-and-dance out of file sharing in short order.

Sexual offences, indiscretions are leading causes for firings of US military commanders

WASHINGTON - Brig. Gen. Jeffrey Sinclair, fired from his command in Afghanistan last May and now facing a court-martial on charges of sodomy, adultery and pornography and more, is just one in a long line of commanders whose careers were ended because of possible sexual misconduct.

Sex has proved to be the downfall of presidential candidates, members of Congress, governors and other notables. It's also among the chief reasons that senior military officers are fired.

At least 30 per cent of military commanders fired over the past eight years lost their jobs because of sexually related offences, including harassment, adultery, and improper relationships, according to statistics compiled by The Associated Press.

The figures bear out growing concerns by Defence Department and military leaders over declining ethical values among U.S. forces, and they highlight the pervasiveness of a problem that came into sharp relief because of the resignation of one of the Army's most esteemed generals, David Petraeus, and the investigation of a second general, John Allen, the top U.S. commander in Afghanistan.

The statistics from all four military services show that adulterous affairs are more than a four-star foible. From sexual assault and harassment to pornography, drugs and drinking, ethical lapses are an escalating problem for the military's leaders.

With all those offences taken together, more than 4 in every 10 commanders at the rank of lieutenant colonel or above who were fired fell as a result of behavioural stumbles since 2005.

The recent series of highly publicized cases led to a review of ethics training across the military. It also prompted Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, to conclude that while training is adequate, it may need to start earlier in service members' careers and be reinforced more frequently.

Still, officials struggle to explain why the problem has grown and they acknowledge that solving it is difficult and will take time.

"I think we're on the path. I think the last two defence secretaries have made this a very high priority and have very much held people accountable. But we've got a ways to go," said Michele Flournoy, a former undersecretary of defence under President Barack Obama.

She said the military must enforce a "zero tolerance" policy and work to change the culture so service members are held accountable and made to understand that their careers will be over if they commit or tolerate such offences.

"The policy is in place," she said. "I don't know that it's as evenly and fully enforced as intended."

For top officers, the numbers are startling.

Eighteen generals and admirals, from one star to four stars, were fired in recent years, and 10 of them lost their jobs because of sex-related offences; two others were done in by alcohol-related problems.

The figures show that 255 commanders were fired since 2005, and that 78 of them were felled by sex-related offences. A breakdown: 32 in the Army, 25 in the Navy, 11 in the Marine Corps and 10 in the Air Force.

Alcohol and drug-related problems cost the jobs of 27 commanders ? 11 in the Navy, eight in the Army, five in the Marine Corp(s and three in the Air Force.

"It's troublesome," said Rear Adm. John Kirby, the Navy's top spokesman. "Navy leadership is taking a look at why personal conduct seems to be a growing reason for why commanding officers are losing their commands. We're trying to get to the root causes. We don't really fully understand it."

He and other military leaders agree that poor leadership, bad judgment, and ethical lapses, rather than operational failures, are growing factors in the firings. But Kirby said it's not clear whether that has anything to do with the strains of the past 10 years at war or simply reflects deteriorating morals among the general population.

Defence Secretary Leon Panetta ordered the ethics review in November. He said that "when lapses occur, they have the potential to erode public confidence in our leadership and in our system for the enforcement of our high ethical standards. Worse, they can be detrimental to the execution of our mission to defend the American people."

Anu Bhagwati, executive director of the Service Women's Action Network, said there is more focus on this issue now than ever in the past, but that there really is no sufficient deterrent in place. She said a major problem is that military commanders are responsible for deciding what cases should move forward.

She said military lawyers, who are trained and have a greater appearance of impartiality, should make such an important legal decision.

The statistics gathered and analyzed by the AP represent a very conservative estimate of the problem. While the Army, Navy and Marine Corps provided details for all military commanders who were lieutenant colonels or commanders and above for 2005 until now, Air Force officials said they could only provide data for colonels and above from 2008 until today.

Also, the figures reflect only officers who were in command positions. The numbers don't include what could be hundreds of officers fired from other jobs, such as administrative or other military posts. Military officials said they only collect data on officers in command who are fired.

The reasons for the firings are also murky. In some cases, no reason was listed; in other cases, it was vague ? such as "ethics" or "leadership" or for fostering a bad command climate.

There also are varying degrees of publicity when such action is taken.

In Sinclair's case, the charges and impending court martial have received extensive coverage. The five pages of allegations, which involve his conduct with five women who were not his wife, include one count of forcible sodomy, two counts of wrongful sexual conduct, six counts of inappropriate sexual relationships, and eight counts of violating regulations. He could receive life in prison if convicted.

But in many other cases, particularly of those below the rank of general, there is little public notice if the senior officer is in the Army or Air Force. The Navy, however, issues a public statement every time a commander is removed from a job.

The figures also highlight the Navy's reputation for being quick to justice. Although it is the second smallest of the four military services, the Navy has relieved the most commanders, 99, over the past eight years. By comparison, it was 83 for the Army, 41 for the Marines and 32 for the Air Force.

Dismissing a commander from a job does not mean that officer is forced out of the military. In some of the more serious cases, officers may be discharged or forced to resign. But in many other cases, service members may go on to another job for some time.

Still, a dismissal often signals the end of an officer's career, and with no chance for promotion, officers will often retire or leave the service.

The Army is the largest of the military services, reaching a peak of about 570,000 active duty soldiers at the height of the Iraq war. It is supposed to cut 80,000 troops by 2017. The Marine Corps is the smallest service, with about 202,000 at its peak during the wars and is set to slim down to about 182,000. The Navy has about 322,000 active duty forces and the Air Force has about 328,000.

The other reasons for dismissals by the services cover a broad range of offences, from assault and drug and alcohol use to being a poor or abusive leader. There are also instances of fraud as well as a few cases where Navy officers commanding a ship have hit something, such as a buoy or another ship.

Four generals have lost their jobs in recent years as a result of public scandals. All were dismissed while Robert Gates was defence secretary:

?Gen. Michael Moseley, the Air Force Chief of Staff, was dismissed in 2008 for failing to address several nuclear-related mishaps by the service.

? Army Lt. Gen. Kevin Kiley and Army Maj. Gen. George Weightman were dismissed because of the poor outpatient treatment of wounded soldiers at Walter Reed Army Medical Center in 2007.

?Army Gen. Stanley McChrystal resigned after members of his staff made disparaging remarks about Obama's national security team, including Vice-President Joe Biden. A Pentagon investigation later cleared him of wrongdoing.

WASHINGTON (AP) ? Michelle Obama made it a fashion tradition Monday night, wearing a custom-made Jason Wu gown to the inauguration balls. The ruby-colored dress was a follow-up to the white gown Wu made for her four years ago when she was new to Washington, the pomp and circumstance, and the fashion press.

She now emerged in velvet and chiffon as a bona fide trendsetter.

"I can't believe it. It's crazy," said Wu, reached at his Manhattan studio. "To have done it once was already the experience of my life. To have a second time is tremendous."

President Barack Obama also struck a similar style chord to his first-term inaugural balls: He wore a white tie with his tuxedo.

The red halter dress was the only one Wu, who went from fashion insider to household name on this night in 2009, submitted for Mrs. Obama's consideration. He collaborated with jeweler Kimberly McDonald on the jeweled neckline. "For this occasion, it had to be real diamonds," Wu said.

He said he felt the dress showed how he has grown up as a designer ? and how Mrs. Obama's style has evolved to be even more confident.

The first family headed out to inaugural festivities earlier on Monday with Mrs. Obama leading a very coordinated fashion parade in a navy-silk, checkered-patterned coat and dress by Thom Browne that were inspired by a menswear necktie.

The outfit was specifically designed for Mrs. Obama, but Browne said he wasn't 100 percent sure she was going to wear it until she came out with it on at Inauguration. "I am proud and humbled," he said.

The rest of Mrs. Obama's Inauguration Day outfit included a belt from J. Crew, necklace by Cathy Waterman and a cardigan by Reed Krakoff, whose ensemble she also wore to yesterday's intimate, indoor swearing-in ceremony.

Obama wore a blue tie with his white shirt, dark suit and overcoat. Malia Obama had on a plum-colored J. Crew coat with the hemline of an electric-blue dress peeking out and a burgundy-colored scarf, and her younger sister Sasha had on a Kate Spade coat and dress in a similar purple shade.

"It is an honor that Sasha Obama chose to wear Kate Spade New York," said the company's creative director, Deborah Lloyd, in an email to the Associated Press. "She epitomizes the youthful optimism and colorful spirit of the brand. We are so proud to have been a part of this historic moment."

Jenna Lyons, creative director of J. Crew, said it was "a huge point of pride for all of us" to be a part of the day ? as the brand was back in 2009 when the girls wore outfits by CrewCuts, its children's label.

"It's amazing to see the evolution of the family. I love the way Michelle looks. She looks beautiful in something so clean and tailored. It's such an elegant choice," Lyons said, "and they all look so sophisticated! You can see how the girls have grown up in the four years, and they're still so alive and vibrant, but more sophisticated."

The vice president's wife, Jill Biden, wore a gray coat and dress by American designer Lela Rose.

Mrs. Obama has worn Browne's designs for other occasions, including a gray dress with black lace overlay to one of the presidential debates last fall, and she honored him last summer at the Smithsonian's Cooper-Hewitt National Design Awards for his contribution to fashion.

Browne made his name in modern ? very modern ? menswear, but he launched womenswear in 2011. He was in Paris on Monday, just finishing previews for his next menswear collection. The idea to use the tie fabric came to him because he was indeed designing these men's clothes at the same time, he explained.

"I wanted 'tailored' for her. For me, she stands for strength and confidence, and that's what I wanted to design for her," he said.

Simon Collins, dean of the school of fashion at Parsons The New School for Design in New York, said the Obamas dressed in their typical fashion: one that shows pride in their appearance.

"They are a stylish couple and their children look fabulous. Too many people get dressed in the dark," he said. "They show it's good to dress up, take pride in how you look. ... It's a wonderful example for America and the rest of the world."

He also noted that the Obamas seem to understand that the fashion industry is a driving force in the U.S. economy and that its lobby is a powerful one. They don't treat fashion frivolously, he observed.

The first lady "is so supportive of so many American designers," Browne noted.

But Collins said he was a bit surprised the public doesn't pay much attention to the president's wardrobe. He joked that Obama should perhaps try one of Browne's signature shrunken suits ? the ones that show a man's ankles.

At the end of the Inaugural festivities, Mrs. Obama's outfit and accompanying accessories will go to the National Archives.

(AP) ? An Algerian security official says de-mining squads searching for explosives found "numerous" bodies Sunday at a gas refinery where Islamic militants took dozens of foreign workers hostage.

The official said the bodies were difficult to identify and it was impossible to determine if they were foreign hostages or others. He spoke on condition of anonymity because of the sensitivity of the situation.

Algerian special forces stormed the natural gas complex in the Sahara desert on Saturday to end the standoff, and the government said all 32 militants were killed. Earlier Sunday, Algeria's chief government spokesman said he feared the toll of hostages ? which stood at 23 on Saturday ? would rise as the special forces teams finished their search.
